Sanya’s law-based global business facilitation environment

With the opportunity of being selected as a second-batch business environment pilot city, Sanya is deepening reform by simplifying the administrative approval process with procedures such as “no face-to-face approval” and “an integrated electronic platform”, releasing related policies, taking the lead in promoting the mechanism of “one shared seal” across the province, and creating the country’s first 24-hour 12345 hotline dedicated to administrative approval services. All these steps greatly improved enterprise registration and efficiency of project approval for 9,480 new enterprises in the past year, a number up 42 percent year-on-year. 

National and local taxes collection and management mechanism reform is progressing, and national and local tax institutions are integrated.

A commercial dispute settlement mechanism is gradually being improved with the Sanya’s International Commercial Disputes Mediation Center, and the Sanya branch of the Hainan International Arbitration Court.

The city has completed the State Council’s task of shortening customs clearance time at ports by one third and ranks high across the province. It supports the development of private economy by cutting down taxes and reducing fees.

Last year the tax reduction in Sanya amounted to 5.27 billion yuan ($785.39 million). The city also expanded more financing channels. The Sanya branch of the Hainan Stock Exchange Center was officially established, and the financing of investments by enterprises in the capital market amounted to 690 million yuan.
