Sanya takes measures to achieve one-stop corporate services

Since the beginning of this year, the Sanya central business district has deepened the reform of administrative approval, and created a legal, international, and convenient business environment to boost the construction of the Hainan Free Trade Port (FTP).

The park officially launched a "single window" for international investment recently consulting in four fields: business establishment, project construction, and supporting services. It integrates 13 departments and 20 government systems including investment promotion, market supervision, and development and reform. It offers a one-stop service for registration, change, and cancellation of enterprises as well as 179 extension services such as project construction, opening bank accounts and foreign exchange registration.

A representative from a foreign-funded auto dealer group set to open in the park said that through communication with the staff at the Sanya central business district administration, the company learned registration process details and Hainan FTP policies. The auto dealer group is listed in Hong Kong, and said that such high-quality services make them confident in investing in Hainan.

Through simplifying the approval process, the average processing time for an administrative approval affair has been reduced from 20 days before the reform to the current two days, and the approval efficiency has increased by 90 percent.

Focusing on the core needs of enterprises, the park has sorted out a services list covering enterprise establishment, office space and financial services, providing enterprises with comprehensive service guidelines.

Yu Peilin, an official of the Sanya central business district administration's enterprise service office introduced that the business establishment, tax registration, invoice application and other businesses can be handled online soon, and an intelligent approval integrated machine with functions of certificate printing and commercial registration application will be provided in the service hall.
