Zhou Hongbo was born in October 1970. He is of Han ethnicity and comes from Guilin, Guangxi Zhuang autonomous region. He has a postgraduate degree in Party school and a master's degree in agricultural extension. He joined the work force in July 1992 and joined the Communist Party of China in April 1997. He is currently a member of the Standing Committee of the CPC Hainan Provincial Committee and is the Party secretary of Sanya.
