About 10,000 letters with interpretations on the local preferential individual income tax (IIT) policies have been delivered to high-end and urgently-needed talents in Hainan Free Trade Port by person or by mail as of Oct 19.

The letters were sent in the name of the Talent Development Bureau of the CPC Hainan Provincial Committee and the Talent Development Bureau of the CPC Hainan Provincial Committee to possible talents entitled to the preferential policies based on preliminary evaluation.
Issues like the scope of individual income tax, what the preferential policies are and when will they be carried out, as well as how they can be enjoyed, were detailed in the letters.
