Huang Xingwu, Han male, was born in March 1973, received an on-job master's degree of engineering, and is a member of the Communist Party of China.

He is currently a member of the leading Party members' group of the Sanya municipal people's government, vice-mayor of Sanya municipal people's government, and secretary of the CPC Tianya district committee.
