Chen Xi is a member of the Han ethnic group. He was born in August 1976, and received an on-the-job doctorate degree in management. He is a member of the Communist Party of China, and is currently the deputy Party chief of Sanya city, secretary of the leading Party members' group of the Sanya municipal people's government, as well as mayor of the Sanya municipal people's government.

He also serves as the Party secretary and director of the Yazhou Bay Science and Technology City Administration concurrently. He presides over the overall work of the Sanya municipal people's government and takes charge of the city's auditing work.
