Measures for the administration of recognition of headquarters enterprises in Hainan province

According to the Measures for the Administration of Recognition of Headquarters Enterprises in Hainan Province, Hainan will welcome headquarters enterprises including multinational regional enterprises, comprehensive (regional) headquarters enterprises, headquarters enterprises with high growth and international organizations (agency) regional headquarters enterprises. 

Real estate development enterprises will not be included in the scope of headquarters enterprises. Among the four types of headquarters enterprises, the multinational regional headquarters enterprises will have to be foreign-invested and established in Hainan by their parent company registered overseas, and have registered capital of not less than 2 million US dollars and total assets of the parent company of not less than 400 million US dollars. The comprehensive (regional) headquarters enterprises are subdivided into three industry standards. That is, the annual operating income of headquarters enterprises of the tertiary industry, such as the tourism industry and modern service industry, must not be less than 1 billion yuan and the local financial contribution not less than 20 million yuan.

The annual operating income of headquarters enterprises of the secondary industry like high-tech industry must not be less than 1.5 billion yuan and the local financial contribution not less than 30 million yuan. The annual operating income of headquarters enterprises of primary industries like high efficiency agriculture with tropical features may not be less than 500 million yuan and their local financial contributions not less than 10 million yuan. Headquarters enterprises with high growth must contribute no less than 8 million yuan to local financial resources, and be able to stipulate core technologies and research and development budgets.

No specific requirements for financial contribution are required for international organizations (agency) regional headquarters enterprises.
