Sanya to launch 50 measures for business environment reform

The Sanya municipal government passed an implementation plan on March 12 on improving its business environment and announced that it will introduce 50 reform measures to create a first-class business environment.

The plan focuses on the difficulties in starting a business and optimizes the business environment by cutting the costs and materials needed, as well as by improving efficiency and services.

To be specific, matters related to starting a business will be handled on the internet or at the service window in only one time, with the deputy service mode being introduced. Sanya will set up a consulting service hotline and cut business registration time to less than one day.

The tropical city will promote the notification and commitment system of business license matters, sort out the lists of the matters, as well as formulate standard procedures.

In the key industrial parks, the government will implement measures like pre-examination of plans before land transfer, simplifying approval procedures, as well as phasing construction permits.

It will explore zero charges for real estate registration to reduce the cost of market entities, as well as establish the cooperation mechanism between banks and government departments that enables enterprises to apply for credit loans from banks with purchase contracts signed with the government.

Sanya will also seek to build an enterprise service platform and integrate policy fulfillment in the platform to improve experience and satisfaction of market entities.
