Zhang Changfeng was born in April 1972. He is a member of the Li ethnic group and he obtained a master's degree from the Party School of the Central Committee of CPC. He is a member of the Communist Party of China.

He is currently a member of the leading Party members' group and vice-mayor of the Sanya municipal people's government.
