Guo Gang is a member of the Han ethnic group and was born in July 1971. He received an on-job master's degree in public administration, and is a member of the Communist Party of China.

He is currently a member of the leading Party members' group of the Sanya municipal people's government, vice-mayor of the Sanya municipal people's government, and member of the CPC Hainan Provincial Public Security Department Committee. He is also secretary, director, and inspector general of the Sanya public security bureau, and deputy secretary of the Political and Legal Affairs Commission of the CPC Sanya Municipal Committee (concurrently).
