Xue Yongsen, born in March 1974, is of Han ethnicity. Xue holds a postgraduate degree and has a on-job doctor's degree of management. He is a member of the Communist Party of China.

He currently serves as deputy director of the Department of Territorial and Spatial Utilization Control, Ministry of Natural Resources. He also serves as a standing committee member of the CPC Sanya Municipal Committee, a member of the leading Party members' group and concurrently vice-mayor of the Sanya municipal people's government.
