Hainan Free Trade Port (FTP) has achieved significant progress in the current year, with strong growth in trade, investment and connectivity.
The local Yangpu Port reported a 28.75 percent year-on-year surge in cargo throughput in the first half of 2025, highlighting the thriving maritime activity.
Air travel has also expanded, with 77 international flight routes now operating and visa-free entry extended to visitors from 85 countries. Foreign arrivals reached 663,000 in the first six months, up 48 percent year-on-year.
Hainan has aligned its policies with high-standard global trade rules, establishing a framework centered on "five freedoms and one orderly flow". Market access has been eased in over 20 sectors - including finance, education and healthcare - attracting investment from 176 countries and regions.
Trade liberalization has advanced, with zero-tariff lists expanded to cover 653 raw materials, 122 transport vehicles and yachts, as well as additional production equipment. Since implementation, zero-tariff imports have totaled 24.16 billion yuan ($3.37 billion), saving 4.68 billion yuan in taxes.
A value-added tax exemption policy, initially piloted in Yangpu, now applies across the entire FTP.
Preparations for island-wide independent customs operations are nearing completion, with 31 key projects and infrastructure at eight open ports and 10 secondary ports ready. In fact, testing and drills are underway for a smooth transition.
Furthermore, Hainan plans further policy refinements to lower barriers and expand benefits, reinforcing its role as a globally competitive free trade hub.
With continued reforms and innovation, Hainan is accelerating its transformation into a high-level FTP, deepening global economic integration.
